A bunch of people in the Animation Guild (including me) are in a task force working on helping make this happen. There's a whole bunch of really smart (not including me) and dedicated volunteers who work in animation that are trying to make sure studios stay here.

A new California bill is proposing a 35% subsidy for animated features, series, and shorts. The passage of the bill could encourage more animation production in the state.

Lots of countries have a subsidy like this. California is the 5th largest economy in the world, so there's no reason we can't do this too!
In addition to Texas, there are plenty of other major markets where they can establish animation studios in states deemed affordable.
