This is basically the Asheville gentry's approach, even (especially) after Helene.
Two things are key to this:
1) They truly believe the wealthy, not the people of a city, create everything with their magic business powers.
2) They genuinely hate the poor. Making them suffer is a goal in itself.

San Francisco (and I'm guessing other cities) really seem to believe that pouring cash into penalizing the unhoused while starving public transit of resources will bring about a renaissance.
This is not just cruel, but foolish. It's a good way to destroy quality of life and ruin a city.
