Before "local governments are powerless over police" spreads too much: no, they're not.
They may clash sometimes, and cops may arm-twist individual politicians, but local governments have *a lot* of sway over cops.
If they're not reining them in it's because they don't want to.

There's no "...and that's really bad and we need to change it." just absolving local government of any culpability and then moving on.
