I don’t know what the legality is but can Trump, Musk, and others gleefully mucking everything up be personally be named in the suits? Seems they should have personal financial responsibility for this and not just the government.

Musk, maybe. Trump, no because SCOTUS decided that he's a king, and there can be no consequences for anything he does. They would have to impeach half of SCOTUS to get that decision rolled back.

The one tragic thing about this is that the perpetrators Musk & Trump will not be paying the damages awarded in these lawsuits. The American tax payers will.
Can you lawyers find a way to hold Musk personally liable for all the crimes he is committing? But Trump will probably just pardon him.
