SF judge though- so the question is how far reaching is this ruling and timeline to appeal?
For some reason, the first thing that came to my mind was that super-old SNL sketch where Chevy Chase plays a landshark pretending to be a candygram delivery guy before it tries to eat Gilda Radner.

The judge could only enjoin OPM, since they were the only defendant. His order was that only the agencies could hire/fire. So he couldn't order OPM to rehire, because they can't. And he can't order the agencies, because they're not defendants.
