Not surprised in the least. He's been clear about where his priorities lie and it's not with First Nations, Metis and Inuit who have to to be consulted and give their clear consent and ensure that their communities are not just a thoroughfare but a full partner in any development on their lands.
I grew up in Fort Mac, have a few friends who are native. Some of their parents were part of the 60s scoop and/or residential schools. If the CONS went through even half of what they did, they would be humbled.
