There are a lot of things made in America that depend on foreign materials and some of the things they buy thinking it's American are not even at all. It sort of makes sense. Yes, tarifs will make imports more expensive and that hurts consumers. But the goal of this excercise is to make it so painful for Chinese companies so that they decide to either move out of China or move to the US and produce locally.
How does it make it painful for Chinese companies? There aren't current domestic alternatives to much of what we import, so the company importing pays the tariff and passes the cost to consumers, but for the Chinese company things proceed business-as-usual.
It depends what product we're talking about. There are substitues but the hope or the idea is that the imports will be more expensive than the domestic variety. There's a bit of a precedence for this: in the 1980s the US did the same with Japanese cars, they ended up producing locally.

Look at Pew Research centers definition of “middle class” being 2/3rds the median salary in your metro. I ran the math for Portland Oregon on the definition. Just paying for rent and basics (no car, a bus pass & $197 a month for food) you finished -$600 a year in Portland. Not even one movie.
