Simple question. As Scotland has to work on a fixed budget, why doesn't England have a fixed budget. Probably impossible for England to survive on a fixed budget 🤔

They'd simply have said 'we're leaving' and that would have been it, with no nonsense about asking permission or taking it to the courts. That's the advantage of being the biggest member in a union of 'equal partners'. 😜
