(Reuters) - The U.S. Senate plans to vote this week to bar California's landmark plan to end the sale of gasoline-only vehicles by 2035 that has been adopted by 11 other states, Majority Leader John Thune said on Tuesday.

It is not the democrats? Huh.
Ok. California just has to raise the annual registration fees of new cars to about 1/4 (or more) of the price of the car, for any car sold after the date.
Registration fees are an internal state thing.
Another path is to charge the high reg fees to everyone, but do an instant rebate for older cars.
Some states have different registration fees for different ages of cars (mostly for vintage or historical), but the structure is already there.
