I don't know how it started, and I'd guess it's ultimately a kind of motivated reasoning or post-rationalization for actions originally motivated by fear. For now though, they seem to believe it. To me, it's like saying "propaganda doesn't really work" or "hate speech doesn't incite violence" 4/7
