On 'starting a new webcomic' advice, I'll give some that worked for ME recently at least...
"I haven't started my webcomic yet because I'm trying to work out more world/character/whatever details and--"
Look, unless you JUST began doing that...
Start the comic. Just start it.

Once you begin, the comic will force you to work out things as you go. I had to do this with Knell or I would've never started it.

Yeah that's a possibility but at least putting things in motion made you realize what worked best.
And this is coming from who rebooted her first webcomic many times like a over-perfectonist spazz.

Just go for it.
I can't speak to your creative struggles with your specific story, but I've had a fictional rock band for which I have this problem. And though I do have a lot of sketches, I've never been able to build a story around them.
Sarah, please
Some things you just need to start. And keep starting and finishing. Itβs a cycle.
Which as a Trekkie and Michael Moorcock reader I can say works well enough for successful creative endeavours.
I'm actively trying to convince myself NOT to and failing miserably π«
