Telegraphing a lockout underscores that Manfred is not an ambassador for the game but the owners' pet grim reaper. The TV thing is complex and I don't wholly blame him for struggling w/it. I do blame Passan when he refers to dissatisfaction w/competitive balance w/o putting blame where it belongs.
