Sorry for my confusion. Undocumented people were arrested at Home Depot that were also working at Home Depot? Or that were shopping for landscape rock?

Not sure about this case, but at a bunch of Home Depots, there are people hanging out in the Home Depot parking lot that are basically day laborers that are waiting to see if someone wants to hire them to do some manual labor for the day and pay them cash. At least some are probably undocumented.
