My headcanon is that Probert's design was built in a 12-ship run in the mid-2350s due to the delays in Project Galaxy and the heating up of the Cardassian War, since Enterprise, Yamato, and co. were taking far longer with the newer computer and warp cores based on flaws worked out in USS Galaxy's
