Quite a place we've come to where some or all of Chief Justice Roberts, Neil Gorsuch, Brett Kavanaugh, and Amy Coney Barrett are openly crediting the ACLU's factual allegations over those of the U.S. Department of Justice.

A huge but little-remarked-on throughline in recent court decisions (because the courts themselves are mostly sotto voce about it) is how quickly & completely the Trump admin has obliterated the deference usually afforded government factual representations.
