If you desire off line encrypted communications with neighbors within 2 or 3 km. Consider a meshnet. We're using Meshtastic but others are available. Unit cost with battery backup, container and antenna only $33. You supply USB cord and wallwart.

I was subject to a "casual stop" by the blues and had to unlock my phone for inspection. "Unlock this phone or we will sieze it." They gave no reason for this action. Apparently being a pedestrian is suspicious activity. After a few moments browsing they returned it. "Am I free to go?" "Yes."
