Congress is supposed to declare war, not the president. But its possible Trump would take that action against Iran. What would the republicans do? Likely nothing. But they would be safe and so would Trump, as the rest of the world crashed and burned.

The list of Regime Change items needs some editing, but the ones we know are in there, like this one, is enough cause for the argument they sd be taken out of a spending bill.
