Ted Liu is spot on. The Nat. Guard and the Marines were deployed unlawfully. He also notes well that Marines are trained in the use of deadly force to conquer enemies, not provide crowd control. This is why you don't break out a chain saw to prune a shrub because it raises risk of great harm.
