Remember Hitler's directions for last days of war. Ordered "Nero Decree" - destruction of all German infrastructure - railroads, bridges, mines, factories, utilities. In effect, burn country to ground.

He claim is all big joke - that's bad enough. I believe he wants to be like Roman Emperor and toying with idea of declaring his divinity. Just being dictator is not enough for his ego. Like Lucifer, he wants to replace God.
