The Constitution never did apply to everyone. Originally, it applied only to white, land owning men. My grandmothers were born before women had the right to vote. My mother was told if she was a boy she could be an engineer, but since she was a girl she needed to be a teacher or a nurse.

Vouchers do nothing but drain money from public schools. The people who benefit the most are those who ALREADY send their students to private schools. Private schools will only raise their tuition, shutting out people of lower SES status, who will be forced into even more starved public schools.
