Good news on FMAP.

A proposal receiving active consideration to lower the 90% federal matching share (FMAP) for new Medicaid enrollees in expansion states would unravel Medicaid expansion over time. The GOP budget bill needs to be viewed as a partial ACA repeal. www.axios.com/pro/health-c...

In the FY2026 House R Leg Branch bill, Rs included a provision that’d make it impossible for GAO to bring suit against Trump’s illegal impoundments. This will never become law, and even if it did, others could still bring suit, but it shows their fealty to Trump and his illegal budgetary actions.

While formal ACA repeal is not on the agenda, the cuts in Medicaid & the marketplace demonstrate that conservative opposition to the ACA continues. Critical to understand here is that GAO has a role in assessing if DOGE and Trump are engaging in illegal impoundments. In fact, GAO did exactly that right before Trump's first impeachment. DOGE might be pursuing this illegal power grab to send a shot across the bows of one of its overseers.

This frame is a mistake. Democracy is a more efficient system than authoritarianism. They solve problems better than others, have stronger economic and health outcomes growth and fewer financial crises. Authoritarians look decisive because they miss problems and have to do big things to fix them.
