An important thing about trying to prevent gentrificaiton by blocking new housing construction is that it does not work to prevent gentrification, and I'm not really sure that's true of cities that want to instead reduce tourism by preventing the proliferation of tourist infrastructure.

Russia did not invade Ukraine in 2022 because the G8 kicked Russia out. The G8 kicked out Russia in 2014 in response to Russia forcefully taking Crimea from Ukraine. The timing and rationale is well documented. It's not in dispute. It's just that the US president is a Russian-sympathetic liar.
