I'm going to go through the "HHS passback" in this 🧵. This is what the White House sent back to HHS, based on HHS's guidance. It's Trump's budget plan, though can still be changed. To start off, they call to eliminate Head Start, which helps fund free pre-k and learning programs for poor families.
