"Everybody relax," he says in an interview with the New York Times. Everyone does. The networks then televise the military parade in his honor on his birthday.

This will still be controversial as there'll still be goals that are on or off side by 1mm, but in the context of seeing more goals it's a good idea. I'd make another change to offside: to be penalised you need to be off when the ball's played and remain offside until you receive the ball.
