Intentional or not, the response matters more. If you accidentally signal something as horrific as a sieg heil, the natural reaction should be to strongly denounce everything that gesture represents. To me, the failure to condemn the meaning is what answers the question.

I learned a while back that one very effective form of propaganda is “information overload”. Flooding people with so much news, noise, and data that they’re too overwhelmed to process it, care, or take action. Confusion and apathy are powerful tools.
