Lovett (1946), the Supreme Court held that not even Congress, in a bill signed by POTUS, may cut off all contracts with a named individual or organization: that’d be an unconstitutional bill of attainder. Only courts can decide who deserves to be punished. SoTrump can’t do it with an EO!
