At this point the biggest problem with negotiations with Russia is that the perception is completely skewed into Russia's favor. Putin is allowed to pose as this major power, whereas there is very little substance behind the facade.

Launching 1 ICBM is sending a message. Launching multiple is an emotional response. My bet is that either Putler personally was struck (and survived) yesterday's SS attack on Kursk or his doppelganger or people close to him were killed. This escalation is militarily utterly stupid.
