Coming from a county with 1.6 million people, I find a county with 800 people mind-boggling. I mean, why not consolidate? Is micromanagement the point? 1.4% is 11 people in Wheeler County. It's easier to watch and harass 11 people than 22,000 people, so that makes sense.
