A rent freeze is great for tenants who are already established in their homes, bad for landlords. Not so great for people looking for a place to call home--in other words, the young renters. They run into a wall of soaring rents and vacancies, which are responses to the rent freeze.

During the pandemic landlords of color and those with smaller portfolios were more likely to struggle with rent collection, facing deeper financial challenges than larger corporate landlords. Rent freezes drive these people out of business.
