Yes its so smaller states are not disadvantaged but this disparity has got worse and agreed to ensure federation but in 1901 the ratio of senate votes between the most and least populous states was 5:1. 2025, this ratio has increased to approximately 14:1, with New South Wales compared to Tasmania.
