Det verkar vara helt konsekevsfritt för alla under ÖB-nivå att strunta i ÖBs vilja om att få fart på krigsförbanden. Personaldirektörens agerande tyder på att det LÅNGT upp i hierarkin har noll och ingen betydelse vad ÖB slagit på stora trumman för.
