There is no universe in which it is acceptable for a Secretary of DHS to say anything like this. Kristi Noem must resign immediately. Or be impeached.

Tangentially related: one big political advantage the right has is that they can dogwhistle their true beliefs and expect a good faith effort by their supporters to hear the dog whistle. Meanwhile, the left looks for literally any excuse to claim someone is ideologically impure.
