@adamthierer.bsky.social interview on @lawfare.bsky.social has me a bit confused. Claim: there are fewer top EU tech firms than in US, so US tech policy > EU tech policy. Wouldn't the correct measure be citizens' welfare with respect to tech? Not clear, at least, why # of firms is a good measure.
