It's possible I'm being uncharitable here. Maybe in retrospet Team BO absolutely knew he had drafted in on a strong independent movement that would demand better than he cared to give, and that's why the first priority was to dismantle everything.

It's why they so aggressively set out immediately post-2008 to de-legitimize and de-fund the grassroots that had just carried him in. Tried to replace it with his own centrally-controlled replacement org, and (as many predicted) everything collapsed. We're still effectively in that moment.
