I don't know but apparently that's a common style. Mostly McMansion looking houses.
Only reasonable thing I can think of where that works fine is if the windows have a mirrored side like security glass. Frosted glass would be better though.
Yeah, hell no. Curtains would be going up right away. When I was younger, most of my bathrooms had a tiny window that was further up on the wall, or at least away from the tub, to let light in or let steam/stenches out of the room.

1. This looks photoshopped at first glance. Something tells me it's not.
2. I thought this was a sink at first, is it meant to be a tub?
