The departmental report is a parliamentary document so is public. But because its a parliamentary document, they get to hide behind parliamentary privilege until the committee releases it.

You could try OIAing them about the exact methodology used in the first consultation, its accuracy etc, because that's not privileged. Or about the cost of outsourcing it, and the contract, and the tender process.
They'll claim "commercially confidential" and so on, but there are very clear guidelines around transparency int he spending of public money, which the Ombudsman will enforce.
