This goes past that. It is a claim that he operates in a special realm beyond judicial review. So it isn't that it isn't being enforced, it's that these "official acts" are beyond such enforcement. In other words, the long arm of the law comes up short.

I know what you mean by impoundment. Most of America will think you’re talking about the tow truck coming to get their car for being illegally parked.

Then they’re going to wonder how to get their car out of the impound lot with no money.
