Trump relies on the misimpression held by many members of the public that if a crime is perpetrated in public it is still a crime. It is possible that this effect is amplified by the person in the street, who would shy from public misbehaviour, assumes that public conduct is good behaviour conduct.

Oh, and on the news tonight there was a short feature about Boeing selling two 747s to our government (they were built for a company that went bankrupt and couldn't pay for them). Strictly from an English grammar standpoint, "you" can be singular or plural and refer to either tRUmp or the USA. When tRUmp uses "I'd take it" it could be on behalf of the USA. So when you call it blatant grift, you're using common sense and not English grammar.
