That was a bit different, in that taxing carbon turns out to be federal jurisdiction. (Some provinces litigated this up to the supreme court, which gave us a definitive answer.)

I always find "but jurisdiction" to be a weak argument. I share most of your skepticism about the NDP in the present moment, but on this and other matters, are we really going to go with "but it's ALWAYS BEEN THE WAY!" as an excuse for not doing better. Ditto putting teeth on health xfers.

A mechanism could be simple (if a government chose to do so). Enact legislation that caps the cost of rentals by size (room, apt, home, 1bdr, 2bdr, 3bdr) to a fair but low cost. Make compliance enforcable by per unit fines to landlords equal to the excess of cap that can be administered monthly.

The caps could also have more nuance. Dependent on location, (City, suburb, town, village, or rural.) so that land ownership costs are accounted for.

I’m not taking any particular position on this except to say that my read of the constitution is slightly different. Federal rent controls have worked in the past and could possibly be used in an emergency situation. I’m fine if you disagree, this is just my take.

When he flipped on the carbon tax, calling it a punishment of the poor, he flat out lied about that. Ending the carbon tax benefits the wealthiest.

It will require so much negotiation with the provinces that I doubt it will ever happen. Probably on par with trying to amend the Charter or Constitution

The answer to the jurisdiction question is usually to pull the federal purse-strings. You design a national system of rent control, and you tell the provinces they can get on board with it or lose their infrastructure grants and mortgage insurance.
