Wasn’t it a personal ad? I assumed it was something like, “Fora good time look for this truck at nearby truck stops”

As a way to advertise for trafficking? Doesn't make complete sense but it's not like they covered the faces of the girls in there either.

Also, was "Flesh World" a local or national magazine in the world of "Twin Peaks"?
