Emphasis on "PERCEIVED" being the operative word.

Quite literally ALL scholarship on the issue shows that immigration CREATES jobs.

Kind of burying the lede here, aren’t we? All the way down in the penultimate paragraph.

In politics, any message usually beats no message. For years, the Democratic administration chose to have no message on immigration — perhaps hoping the political issue would cool down on its own.

This doesn’t mean Biden and his team weren’t doing anything about immigration. They tried to find some way to establish an orderly immigration process — without legislation that anti-immigrant Republicans refused to support — while trying a succession of measures to discourage migration.

Biden’s administration also shrank from discussing a central fact about immigration surges Americans so dislike — they’re mostly driven by factors outside Washington’s control. Several countries have more Venezuelan exiles than the United States does, for example.

Four years of no message is a lot for Democrats to overcome. It’s meant that public discussion of immigration has been driven by Republicans, and especially by Trump Republicans. And maybe something about that is worth more discussion than legacy media typically give it.

Migration to the United States is overwhelmingly nonwhite. Trump himself and the most zealous members of his cultlike following dislike nonwhite people (with some token exceptions) intensely. While not all Republicans feel this way, the ones driving the policy bus do.

It’s not as if media coverage never mentions the intense racial animus and White Power sentiment behind the fever for mass deportation. But it is much more likely to dwell on how Democrats can improve their position with swing voters. How can they pitch their message? How can they show empathy?

I think part of the problem here also is that this is a huge issue that cannot be settled with sound bytes and interviews. This requires a long conversation with nuance and understanding.
People don't want that.
It needs to be binary: yes/no. Right/wrong.
These are people's lives-it is complicated.
