Almost certainly. There was some talk of fare gates when the downtown tunnel was part of the plans, but every light rail system in the US since the 80s has used proof-of-payment & it would be infeasible to do anything else with street running stations

For transit to succeed, sections of Lamar, Guad, and Congress will have to become east-west car traffic circulation barriers at all but the largest cross-streets. This will not really impact freight movement (freeway access remains) or local connectivity (bike & ped infra) but reqs active management

I also support the idea of encircling the capital in light rail lines, and only allowing politicians E-W access if they support state transit funding bills.
