Unfortunately I think this is the right call. A better program would be outreach that starts with dependencies app owners *do* control, not ones the don't even know exist. Or to start with the most popular packages that depend on bluebird and open PRs to them.

Yep. But it is similar in scope to the stuff those folks working on https://github.com/e18e are doing I think. As much as their initial methods were problematic, I think the goal and tactical approach are pretty solit.

They have been doing what I might call "migration campaigns" across the ecosystem. You might consider asking them about bluebird.
