With stops Downtown, Fairview, Larry Uteck, Mill Cove, Windsor Junction, Sackville (any others in between), we could offer service to a huge portion of the daily commuters in HRM. Using the existing right of way would significantly reduce the capital cost of implementation

CN has worked with GO Transit in Toronto to share and expand their right of away over the last 10 years. I'm sure we could make a similar deal here in HRM

Eminent domain the required land, and then lease the usage of the rails back to CN. While taking over the maintenance bill

If we are going to be serious about the future of Halifax, we need to seriously consider these types of alternative options. The only way to reduce traffic is by providing alternative methods of transportation, and rail transit is the most efficient and environmentally sustainable of them all
