Gangster Capitalism aside, having worked for both IPG- and Omnicom-owned agencies over a long career, it wouldn't be the worst thing if this merger was derailed or delayed. It creates a near monopoly.

Not necessarily. This is more a particularly egregious case of crony capitalism. This social cancer thrives best in authoritarian systems where the judicial is superseded, but may also exist in corrupt democracies, due to nepotism, bribery, and regulatory capture.

Yes. Almost all states have anti-trust laws and laws against extortion and commercial bribery. New York should definitely open an investigation. Based on the vagueness of the article, I would be a little worried whether it can be proven in a court. But that's why you have investigators.

Jeffries and Schumer should hold a news conference, reference this dude and his letter, and tell Trump that until he is fired no Democrat will vote for ANY budget funds for DOJ even if that closes down the government.
