There is a specific legal authority to offer buyout amounts before downsizing. While I'm not specifically sure it's applicable here (when the downsizing is self-instigated), it at least has been a historical thing the government could do.

And the more I think about it, VSIP shouldn't be legal here. You can offer VSIP when you have a specific restructuring plan and you can only offer it to people whose positions are being eliminated.

There is literally no restructuring plan as far as I can tell.

It will only work for people who can otherwise fully retire. Most people will be better off financially if they just get RIFed because their severance pay will be more than $25k. If you're eligible for retirement and are RIFed out the door, you don't get severance.

N.b. as well this is very much not an offer of $25,000. By its own terms, it's an offer of up to $25,000 (assuming you believe the Muskjugend won't simply stop payment on that at some point and then dare you to do anything about it). IIRC VSIP varies by GS level so the 25k is only for GS15 i think

The $25K buyout, called VSIP, has been a tool for federal downsizing for decades. When I worked for the Feds, most of the workforce considered it an insult. It’s even more so now.

If you’re a late career Fed it’s not terrible. If you get RiF’ed you need to choose between severance or an early retirement. Locking in health care is not a trivial thing that comes with an early retirement- but you give up severance.
