I think that is how the Trump admin will interpret it. However, there are some capabilities that Europe just can’t reasonably conjure in 5 yrs. So I think Europe should make targeted asks (please leave X assets for 5yrs) and outline clear steps to address them (ie put in orders with companies, etc)
