A neighbour of mine is complaining to the council about the noise of my air source heat pump.
The council seem willing to entertain the complaint.
The government are encouraging everyone to get heat pumps.
WTF is going on?

Unemotionally: I think they have to understand it. Maybe it is possible that the noise is a violation. That's not your fault, you've just got a heat pump as per gov recs. If there is a case any costs should go to the gov fund giving the grants right?
I would have expected some sort of framework / guidelines but I can't find any.
So far the council have suggested putting it in a box, which is good news as it tells me I'm dealing with a muppet.
If there's any precedent for it, maybe it'll be on Reddit or FB?
Best of luck.
