I'd also try to measure near to your boundary with the whinging neighbour, so any noise from them can be detected, which should lessen differences measured with your unit running or not.

One that measures across the spectrum rather than just a single reading. Then you can see what frequency may be causing problems (if any), which could inform solutions. One like this could do
