That's kind of the point with a grievance philosophy like Nazism. Your enemy has to be a real group you can scapegoat, but it *cannot* be a group that has any *actual* power, and preferably it has to be small enough that the general public won't recognize them as their neighbors in the community.
I don't think most people realize Jewish people were about 1% of the German population prior to the Holocaust, and I don't think people realize about 1% of America's population is trans.
